Meaning

With an EMV card, both the card issuer and the chip on the card must approve or decline the transaction. The chip must approve the transaction first, then sends it to the issuer for approval. If the issuer approves the transaction they send it back to the chip for the final decision. This error message means that the transaction has been declined, as the chip was unable to make the final decision.

Possible causes and solutions

The customer removed the card from the terminal before the chip received the response from the card issuer.
