Meaning

With an EMV card, both the card issuer and the chip on the card must approve or decline the transaction. The chip must approve the transaction first, then sends it to the issuer for approval. If the issuer approves the transaction they send it back to the chip for the final decision. This error message means that the chip has declined the transaction on the final decision.

Possible causes

  • The response from the processor was not in the format expected by the chip.
  • The chip detected fraud.
